Ground conditions are the largest single
element of risk in civil and building projects.
Government statistics have identified that
'unforeseen' ground conditions result in:
- Half of projects over-running by more than a month
- Very high over-runs in 'brownfield' redevelopments
- Overspend on a significant portion of projects
- Post-construction remediation, claims and litigation
The key message arising from the 1994 Latham report is that:
’Risk can be managed, minimised, shared, transferred or accepted:
it cannot be ignored’
