Project Background
In 2000, the Government asked the Strategic Rail Authority (SRA)
to study the requirements for extra passenger capacity to and
through London. This study addressed issues such as network
capacity, congestion, growth and regeneration leading to a
programme of complementary and incremental projects. This led to
the establishment of the development project for the East-West
route in 2001 to create a railway network appropriate to London's
status as a World City.
A 50/50 Joint Venture company was formed in 2001 which is now
owned by Transport for London and the Department for Transport.
This company - Cross London Rail Links Ltd (CLRL) - is responsible
for defining the route, as well as developing and promoting this
new railway.
Project Scope
Scott Wilson has been one of the significant players in
developing the Crossrail project in its current form. Our services
have centred on permanent way and civil engineering for routes west
of Paddington, along with architecture and cost estimation through
sub-consultants. Our full range of multi-disciplinary consultancy
services have also contributed, including environmental planning,
geotechnics, transport planning, highways and utilities. Under a
separate contract, Scott Wilson has provided railway operations
modelling advice for the entire route. In addition Scott Wilson has
been awarded a contract as a multi-disciplinary consultant for the
Crossrail surface routes west and north east.
Scott Wilson has also played a role assisting the client in
successfully submitting a scheme for Parliamentary approval,
preparing Plans, Sections and Schedules for the western surface
route. The Crossrail Hybrid Bill, which will give the necessary
powers needed for the construction, maintenance and operation of
the new railway, is now currently at the Parliamentary Select
Committee stage. Scott Wilson is supporting the project through
this legislative process.
Value Adding Project Achievements
With 48 Initial Reference Design Reports delivered and 680
drawings to complement the GRIP3 submission for the Crossrail
surface railway West and North-east, Scott Wilson has sought to
provide an integrated service to Cross London Rail Links. This is a
key element of our proposal that promotes a project environment of
constant interaction and dialogue in a highly complex
multi-disciplinary scheme development. This approach has provided
the seamless and coherent service expected by the client.
