Project Background
In 2002 Scott Wilson was commissioned to
prepare a development framework for the Eaves Green site, which
would reflect the aspirations of English Partnerships and Chorley
Borough Council and form part of an Outline Planning Application
for the site, complemented by a design guide and technical
appendices. It is intended that the development within Eaves Green
should reflect English Partnerships commitment to facilitating the
Government’s vision to develop the first ‘Flagship’ homezone
scheme. English Partnerships actively promote high quality,
sustainable developments in support of government policies on the
environment and construction. This involves assessment and
validation by certificate to achieve a prescribed performance for
each project. The new design is taking into account the physical
and engineering constraints, landscape and ecological features,
transportation and highways issues and public consultation
responses.
