St David’s 2, Redevelopment of Cardiff

Project Introduction
The St. David’s 2 Development provides a major
extension (68,000m² GFA mixed retail) to the existing St. David’ s
Centre in Cardiff and includes parking spaces for 3,000 vehicles, a
net increase of 1,100 spaces. The site is located within the heart
of Cardiff City Centre.
Project Background
The Client’s objectives were to develop a high
quality and sustainable shopping centre extension with an increased
rate of retail, fully serviced and accessed. Construction
must have minimal disruption to traffic and ongoing retail
operations, and the extension must be opened for trading by
December 2009. This required the S.247 (Stopping Up) and
S.249 (Pedestrianisation) Orders to be in place prior to the Public
Inquiry to minimise risk of objections. The opportunity to
enhance pedestrian linkages across the city was acknowledged as
vital.
Project Scope
- Transportation input included preparation of Transport
Assessments, development of a city-wide PARAMICS traffic model as
well as a TRANSYT model. Public transport assessment included
feasibility of ULTra.
- Clients Agent on the Stopping Up and Pedestrianisation Orders
and negotiated with the Welsh Assembly Government and Cardiff
CC.
- Detailed design and S278 Agreement for the Highways Enabling
Works east of the proposed development providing access for the
main construction work and closing off Bridge Street.
- Detailed design of highways and structures and Traffic
Management Strategy for the existing St. David’s Centre Roof Top
Service Yard modifications.
- Detailed design and S278 for the Public Realm works.
- Pedestrian Modelling using LEGION.
- Detailed design for Adam Street Temporary Car Park. (S106
obligation).
- SW also prepared a proof of evidence and provided expert
witness at the CPO and Highway Orders Inquiry’s.
Value Adding Project Achievements
The project was on a tight programme and the deadlines set by the
Client were critical. The timescale for applications for the
S247 – Stopping Up and S249 – Pedestrianisation Orders, was
particularly fast-track. Our role was to liaise with and
achieve approval from all parties to enable the Welsh Assembly
Government to progress the Order. As we achieved this within four
months from the first negotiation up to the signing off of the
Order, including the 6 weeks publishing period.
