Project Background
Woodberry Down is an inner city housing estate with high levels
of deprivation. Hackney Housing plan to redevelop the site as a
mixed use development of 5000 homes with a mix of tenure types as
well as health, education, retail and community facilities.
Hackney currently has a diverse ethnic make-up. A redevelopment
project of this scale will, no doubt, change the
socio-economic profile of the area.
Rebuilding is expected to take more than 15 years and will
involve a series of phases which will result in considerable
disruption to the resident population.
Project Scope
An Equality Impact Assessment was required, in line with GLA
policy, to identify the potential positive and negative impacts of
the development on equality target groups amongst the existing and
future population. The equality impact assessment was
required alongside a socio-economic and community impact assessment
for the Environmental Statement.
Value Adding Project Achievements
Scott Wilson produced a detailed Equality
Impact Assessment, praised by the London Development Agency as one
of the best they've seen. It identified both benefits and
disbenefits for groups, including women, older people, children,
young people, disabled people and different ethnic groups amongst
the population. It developed a set of measures to address potential
negative impacts on equality target groups as well as a plan to
ensure monitoring of actual impacts over the construction phase and
on completion of the development. The equality impact assessment
complemented a detailed socio-economic and community chapter of the
Environmental Statement. Community consultation findings informed
the assessments. Scott Wilson engaged closely with key stakeholders
to ensure they understood and took ownership for the recommended
mitigation measures.
